Timor-Leste: Timor Telecom lembra que tem exclusividade até 2017 nas redes fixa e móvel

O administrador delegado da Timor Telecom, detida pela Portugal Telecom, lembrou hoje que a empresa detém a exclusividade da rede fixa e móvel até 2017, pelo contrato de concessão assinado com o Estado timorense.
Manuel Amaro escusou-se a comentar declarações, hoje à agência Lusa, do vice primeiro ministro, José Luís Guterres, de que tinha sido aprovada uma nova política para o sector e que a liberalização deverá acontecer, o mais tardar, em 2011.
As palavras de José Luís Guterres estão em linha com declarações anteriores, atribuídas ao primeiro ministro, Xanana Gusmão, de que ia convidar outros operadores de telecomunicações."
Read more...Timor - Sistema de irrigação de Bebui
O Primeiro-Ministro, na passada sexta-feira, deslocou-se a Watulari para ver a construção do sistema de irrigação de Bebui, que canaliza água ao arrozal no suco de Uaitame e de Afalokai, sub-distrito de Watulari, distrito de Viqueque.
A população do suco de Matahoi, Waitame e Afailokai apresentou o seu protesto pelo facto de não cultivarem arroz, desde há dois anos, que resulta do não acabamento da reabilitação do sistema de irrigação.
Perante isto, o Primeiro-Ministro foi constatar in loco o referido projecto, percorrendo a irrigação desde o suco de Uaitame até ao suco de Afalokai. No mesmo dia, os representantes do povo no Parlamento Nacional (Comissão D e G) fizeram uma fiscalização ao projecto e concluíram que projecto não tinha qualidade.
Uma vez que o prazo de conclusão já havia sido ultrapassado, o Primeiro-Ministro e o Secretário de Estado da Agricultura e Arboricultura concederam, ao empresário da obra, mais um mês de tolerância para a conclusão do projecto, a partir do dia 1 de Maio até o dia 9 de Junho, altura em que regressará ao local para reabrir a irrigação e para que os agricultores possam voltar a trabalhar nas suas várzeas.
Durante esta visita, Kay Rala Xanana Gusmão, fez-se acompanhar pelo Secretário de Estado da Agricultura e Arboricultura, Marcos da Cruz, pelo Secretário de Estado da Segurança, Francisco Guterres, e pela comunidade dos sucos de Uaitame e de Afalokai.

Um esclarecimento
No sítio da Radio Australia, o traslado de uma entrevista com a Kirsty Sword Gusmão, contem uma inexactidão. Segundo ao traslado, a Kirsty disse "Exactly, exactly and this is not another anti-Portuguese initiative..."
Isto sugere que a Kirsty seja contra a língua portuguesa. Infelizmente, algumas pessoas lusófonas interpretou isso assim, sem escutar à entrevista original. Na entrevista, disse:
"Exactly, exactly, and this is not an... you know... not an anti-Portuguese initiative..."
Tradução
"Exactamente, exactamente, e isto não é uma... sabe... não é uma iniciativa contra a língua portuguesa..."
O inglês é a minha língua maternal, e conheço muito bem a pronúncia australiana, que confunde frequentemente 't' e 'd'. Por exemplo, alguns australianos pronunciam 'this is not a' como 'thissis nodda'. O som 'th', que não tem um equivalente exacto em português, que se faz como um 'z' entre os dentes, é quase como 'd'. Portanto, 'this is not a' pode parecer como 'this is another' a alguém que não entende bém o inglês.

Muitas dúvidas e alguma apreensão ... Após 15 anos de ensino/investigação, trabalho directo com crianças e e professores, particular interesse pela realidade timorense - em observação, não me parece que a coisa seja assim tão simples ...
East Timor's two official languages are Tetum and Portuguese, but at least sixteen languages are spoken there. English and Bahasa Indonesia are also recognised as important working languages especially if East Timor is to develop its economy. Improving education and literacy is obviously the key, but East Timor's learning system is failing to keep children at school, especially in the early years. East Timor's former first lady, Australian-born Kirsty Sword-Gusmao, is Co-Chair of the National Education Commission and the Goodwill Ambassador for Education.GUSMAO: Putting in place a system of nine years basic compulsory free education, implementing that is obviously somewhat of a challenge, but the fact that that has been set as a standard and as a goal is I think very important. There's been a lot done in the area of professional development of teachers, which is a huge priority in terms of being able to provide quality education to the entire nation. So yes, there have been some steps forward, but still a very long way to go. What specifically the National Education Commission is looking at the moment is basically working out a policy, a language and education policy which is drawing on not only Timor Leste's very complex linguistic panorama and the reality of its circumstances, but also looking at best practice and experience around the world in terms of language of instruction in schools. We're looking a little more specifically at what the role of the 16 other national languages, in addition to Tetum there are about 16 other languages spoken across the country. And we know from the research that UNESCO has done over 50 years, and that many other countries have done within their own nations, children often learn more quickly to read and write when they learn in the language that is spoken in their home. And so for the vast majority of Timorese kids that is one of those 16 languages. In some cases, particularly in the urban areas, it might be Tetum.

LAM: So in other words it's important for East Timorese children to master their own mother tongue before going on?
GUSMAO: Exactly, exactly and this is not another anti-Portuguese initiative, where children learn to read and write and have a solid foundation in their mother tongue. We know that they will acquire second, third, fourth and fifth languages with greater facility, and will speak and use those languages better and with greater proficiency in the future.
LAM: And from your observation do East Timorese children have the facility or indeed a leaning towards learning foreign languages, are they interested?
GUSMAO: It's a very interesting landscape there. Timorese people have a tremendous ability to acquire other languages, it's a polyglot society, so I think there is huge potential there in terms of being able to assist children to build really strong multicultural, multi-lingual society. But we need to make sure that we get it right in the early years of primary education.
LAM: I've also noted the importance placed on Chinese. Now I think many of our listeners are not aware that Chinese is actually spoken in albeit very small parts, but certainly spoken in East Timor?
GUSMAO: Yes that's right, there is a very strong Chinese presence and has been for a very long time in Timor Leste. I think for reasons of Timor Leste's place in the world it's very important that we consider whether or not Mandarin be spoken perhaps as an elective the secondary school years. The focus of the work that the National Education Commission is doing now though is very much on basic education, so that early years of education looking at what languages children should be taught in at the time that they acquire basic literacy skills. So when they learn to read and write.
LAM: And of course children can't learn to read and write without a full tummy so poverty alleviation is key to education, how are you doing on that front?
GUSMAO: Absolutely there's so many factors affecting how children learn and their physical wellbeing is an important one. The government with the help of the World Food Program has put in place a school feeding program, which does provide primary school age children with a meal. There are difficulties logistically with rolling that out across the country, but there are efforts being made in that regard. But obviously the long term solution is to provide jobs and provide economic opportunities for families to be able to feed their large families.

Eu não sei de nada mas lá está, não tenho acesso à TVTL. Posso ver filmes americanos com legendagem em bahasa mas não vejo a televisão local. Enfim ... E em contrapartida anda por aí, melhor dizendo, continua a andar por aí uma osga (vide imagens da dita no final deste post) ... Essa, também posso vê-la todas as noites pelo que hoje decidi fotografar.
Voltando ao assunto inicial, a celebração do Dia da Língua Portuguesa, deparei-me com o seguinte artigo: Missões diplomáticas celebram Dia da Língua Portuguesa e da Cultura da CPLP
Fiquei a pensar ... em quando se diz que:
Hummm ... será que noto uma pontinha de exagero? Já parece aquela estória que se ouve por aqui de que Ataúro já não tem analfabetos :-)))(...) "o carácter multicultural e multi-continental da língua portuguesa confere-lhe um estatuto especial no contexto das nações" e que "a língua portuguesa tem jogado um papel importante na intermediação das relações entre o Oriente e alguns países africanos, e entre o Oriente e o Brasil" e que "o universo da lusofonia está composto por mais de 240 milhões de falantes distribuídos pelos cinco continentes, estando 191,9 milhões no Brasil, 21,2 milhões, em Moçambique, 12,5 milhões em Angola, 10,6 milhões em Portugal, 1,5 milhões na Guiné-Bissau, 1,1 milhão em Timor Leste, 427 mil em Cabo Verde, 206 mil em São Tomé e Príncipe e os restantes 5 milhões espalhados pelo mundo." Mas também ... o que há de novidade? O português não é uma língua DEVIDAMENTE utilizada por estas bandas, com grande pena minha e de muitas outras pessoas especialmente aquelas que não usufruem do seu direito à aprendizagem de uma das línguas oficiais timorenses. Note-se que não tenho nada a ver com o assunto e que se Timor preferir adoptar o Inglês como a SUA língua, é com ele e só tem é de ser respeitado e porque não, ajudado.
